The Challenge
When a city’s 911 dispatch, water controls, and traffic systems fail, there is no “wait until tomorrow.” This North Texas municipality depended on critical systems — CAD/911 emergency dispatch, SCADA-controlled water utilities, traffic management, and core infrastructure — yet recovery knowledge lived in people’s heads and scattered documents rather than a tested, repeatable plan. Leadership needed real assurance that these systems could be recovered under pressure.
The Solution
BITSTC designed and led a multi-phase disaster recovery program spanning eight critical recovery domains. Working shoulder-to-shoulder with IT, Police, Fire, and Public Works, we produced a complete recovery execution binder — more than 100 operational artifacts, including runbooks, validation checklists, a severity-based activation model, and cross-department procedures. A full business impact analysis established recovery priorities and objectives, and the plan was then pressure-tested through realistic tabletop exercises.

The city moved from fragmented, undocumented recovery knowledge to a governed, exercise-tested DR capability for its most essential services. Every gap surfaced along the way was captured in a prioritized remediation register — giving leadership a clear, ongoing roadmap and a program built to be maintained, not shelved.
